Best movie ever <3

I caught this late one night on HBO and was trying to figure out the movie's name ever since. 20 years later, finally, I found it again. It SHOULD have been a bigger hit and, I think had it been hyped at all, it would have been, especially since it came out in the 90s when B-Movies like this could become blockbusters and sleeper hits, especially since it is atmospheric and relies almost completely on a story and the characters... things that would have made it huge if it got more exposure back in the 90s. Nearly the entire film revolves around two snipers in a skyscraper, almost like 12 Angry Men, or Reservoir Dogs, where the bulk of the story takes place largely in one room and the bulk of the tension revolves around the people in that room.
